Despite the launch of the “Kat ou la” project, several citizens are reporting alleged irregular practices in the issuance of national ID cards.

While the government announced the availability of 500,000 identification cards, many users on social media claim they were asked to pay between 5,000 and 7,500 gourdes to speed up the process. Some say the cards were declared unavailable until payment was made, after which they were delivered quickly. Others report extremely long delays, with one citizen stating they applied in March 2024 but only received their card in February 2026 after paying.

These allegations come as the Office national d’identification highlights efforts to improve card production and distribution. However, users continue to report delays, system dysfunctions, and what some describe as a “real obstacle course” to obtain their ID.

Some citizens also claim they submitted complaints through the Delidoc platform without receiving any response for months.

As complaints increase, calls are growing for authorities to open an investigation into these alleged practices. For now, no official statement has confirmed the existence of organized networks, but the testimonies highlight ongoing challenges in accessing identification services.
