Marie Esther Faroul has been appointed as the new Technical Secretary of Haiti’s Superior Council of the Judiciary (CSPJ), becoming the first woman to hold this position. She replaces Jean Hervé Alcé, who served in the role for one year.
Prior to her appointment, Faroul was a member of the National Commission for Public Procurement and has over three decades of experience in public administration.
CSPJ President Jean-Joseph Lebrun stated that this appointment is part of a broader effort to strengthen judicial governance and reinforce the rule of law in a challenging national context. He emphasized the strategic role of the Technical Secretariat in preparing, implementing, and monitoring the Council’s decisions.
Lebrun also highlighted key challenges facing the judicial system, including limited resources, procedural delays, the need for greater transparency, and the importance of restoring public trust.
Faroul, who previously worked within the CSPJ administration, pledged to contribute to judicial independence, improve administrative management, reduce prolonged pretrial detention, and ensure political neutrality among judges.
She also committed to improving working conditions in courts and enhancing judicial inspections, while paying close attention to complaints from citizens regarding the justice system.
With extensive experience in planning, budgeting, institutional auditing, and human resources management, Faroul is expected to play a key role in ongoing judicial reforms.
