The Provisional Electoral Council (CEP) has submitted a revised version of the electoral decree to the Executive. The document includes several adjustments regarding the duration of mandates, local government organization, and eligibility criteria for political parties. The text transmitted to the Executive introduces significant shifts in mandates, local authorities, and party participation conditions.
Notably, the document provides for a uniform mandate duration of five years for the elective positions concerned. At the local government level, the project introduces a change in communal organization. The current municipal “cartel” model, composed of three members, would be replaced by a system based on a single mayor. This reorganization also involves the elimination of assessor positions within communal administrations.
Regarding political parties, the text sets a new threshold for election participation. According to the proposed provisions, a party must prove a minimum of 30,000 members to be eligible to take part in the polls. The implementation of these measures remains subject to the decree’s adoption process by the competent authorities.
