The government of Prime Minister Alix Didier Fils-Aimé has a solution for detention and is evaluating several options to provide the country with penitentiaries, either through a public-private partnership or other arrangements, Le Nouvelliste learned from a government source on Monday, March 9, 2026.
While draft contracts for the construction and operation of prisons were not approved by the Cour supérieure des comptes et du contentieux administratif, the government is now seeking new solutions.
“The government has received two additional contract proposals to build prisons. The only certainty within the next month is to secure a construction contract, whether through a public-private partnership or another mechanism. Prisons must be built before the end of the year to accommodate detainees,” the source said. This comes in a context marked by seven unfavorable opinions from the Cour supérieure des comptes et du contentieux administratif and criticism from the Fondation Je Klere regarding the concession project signed by Justice Minister Patrick Pelissier with the consortium including Metric Correctional Facility S.A., Metric Management Inc., and Transcaribbean Energy Partners & Consulting S.A. for the design, construction, operation, and maintenance of three penitentiary facilities.
“There must be a solution for detention. We cannot kill everyone. There must be prisons. Security has three components: repression, justice, and reintegration. Repression is the responsibility of the Haitian National Police, the Armed Forces of Haiti, the FRG, and the Task Force. Many people will be arrested. There must be places to incarcerate them,” the source added.
“There is no security without prisons. We do not have enough space. Several options are being evaluated in terms of prisons. This concession project was one of them. The government is searching for solutions,” the source continued, noting that Prime Minister Alix Didier Fils-Aimé is open to cooperation with Nayib Bukele
