Beyond the Ashes: Cap-Haïtien Unveils Multi-Phase Recovery Plan for Cluny Market Victims

CAP-HAÏTIEN — Following the devastating fire at the historic Cluny Market, the municipal administration has launched an aggressive recovery strategy. Far from a simple cleanup, City Hall is framing the disaster as a turning point to transform the marketplace into a safer, modernized economic hub.

Since the early hours of the disaster, the Mayor’s office has been on the ground, transitioning from emergency debris removal to long-term structural and economic support.

1. Immediate Relief and Administrative Support

The city is currently prioritizing the legal and physical clearing of the site. While cleanup crews work on the perimeter, administrative staff are fast-tracking the issuance of “Certificates of Loss.” These documents are vital for victims, serving as the official proof needed to claim insurance or access future government aid.

2. Strategic Coordination: A Seat at the Table

On Thursday, March 19, 2026, the administration held two high-level working sessions with the Market Traders’ Committee. By involving the merchants directly in the planning phase, the city aims to ensure that the “new” Cluny Market meets the actual logistical needs of its daily users.

3. Economic Revitalization and Micro-Credit

Recognizing that many merchants lost their entire livelihoods in the flames, the city is focusing on two financial fronts:

  • Credit Access: Working with local financial institutions to facilitate low-interest loans and emergency credit lines.

  • Central Government Lobbying: Active negotiations are underway with the central state to establish a “Rapid Response Fund” for direct financial assistance.

4. Technical Evaluation and Modernization

Technical teams from the Mayor’s office, accompanied by international and local partners, are currently conducting on-site assessments. These evaluations serve a dual purpose:

  • Damage Assessment: Determining the structural integrity of remaining foundations.

  • Redesign: Implementing new safety regulations and architectural standards to prevent future fires.

“Our vision goes beyond simple reconstruction,” a city spokesperson noted. “We are building a market that is better organized, more secure, and adapted to the needs of a modern Cap-Haïtien.”
