The Haitian National Police (PNH) officially welcomed a second cohort of 1,192 new officers as part of the ongoing P4000+ strategic initiative aimed at scaling up capabilities against heavily armed criminal networks. The graduation ceremony for the 36th PNH class—officially designated the “Indigenous Promotion”—took place on Friday, May 29, 2026, at the National Police Academy (ENP). Comprising 954 men and 238 women, this latest deployment follows an initial cohort of 877 officers previously trained under the same institutional expansion framework.

Addressing the graduates, PNH Director General Vladimir Paraison noted the high-stakes environment awaiting the new personnel. “Your graduation closes one door but opens another, far more demanding one: that of working to secure an entire people, an entire nation,” Paraison stated. He expressed gratitude to international partners who designed and supported the P4000+ program to rapidly scale up the police force, adding that a third cohort is already scheduled to enter the academy. Paraison also noted that steady operational efforts have successfully reclaimed key urban spaces, which recently enabled the government to safely host national holiday celebrations at the Champ de Mars.

Prime Minister Alix Didier Fils-Aimé reminded the incoming officers of their baseline duty to preserve civil peace and maintain strict institutional discipline. “Haiti will not perish. We ask the population to remain calm because the State will never abandon any territory left in the hands of criminals,” Fils-Aimé declared. The Prime Minister guaranteed that all branches of public safety—including the Haitian Armed Forces (FAD’H), the PNH, and the UN-authorized Gang Suppression Force (FRG)—are fully aligned to eliminate criminal networks and systematically prosecute their financial backers. The graduation was attended by Justice Minister Patrick Pélissier, Defense Minister Mario Andrésol, military commanders, and foreign diplomatic delegates.
