The Ministry of Culture and Communication unveils its action plan for the remainder of the 2025-2026 fiscal year

The Minister of Culture and Communication, Emmanuel Ménard, released a comprehensive 25-point action plan on Friday, May 22, 2026, aimed at guiding the institution’s operations through the end of the current fiscal year. The official document highlights the government’s determination to reinforce sector governance in both culture and media, strictly aligning with the broader administrative priorities defined by Prime Minister Alix Didier Fils-Aimé.

Among the immediate structural reforms, Minister Ménard announced the drafting of an organizational decree to restructure the ministry (MCC). This framework includes the potential creation of a Cultural Development Fund, a dedicated Carnival and Popular Festivals directorate, and an oversight body for national parks. These administrative shifts will be supported by a revised budget for the current period and the preparation of the upcoming 2026-2027 fiscal budget. Addressing the material and human impact of the national crisis, the plan includes provisions to rehouse staff members left without workspaces for nearly four years, relocate plundered cultural institutions, and restore regional departmental offices previously compromised by country-wide insecurity.

On the cultural and heritage front, the plan schedules emergency interventions in traditional communal spaces, including the three historic Lakou in Gonaïves, alongside the establishment of advisory commissions on “History, Memory, and Culture.” Notable infrastructure projects include the restoration of the Anténor Firmin House in Cap-Haïtien, the transformation of the Jacmel Workshop-School into an artistic restoration center, and the erection of a monument in the bay of Jacmel commemorating the 1806 creation of the flag of Gran Colombia. Internationally, the ministry plans to establish Haitian Cultural Houses in three foreign capitals in coordination with the ministries of Tourism and Foreign Affairs. Lastly, regarding public media, the plan prioritizes an urgent technological reinforcement of the state broadcaster (RTNH) to ensure neutral, nationwide public service coverage ahead of the upcoming electoral period.
