Meeting at CODEVI on Friday, April 17, 2026, Haitian and Dominican diplomatic authorities resumed bilateral dialogue and agreed to reopen the airspace between the two countries starting May 1.

Delegations from Haiti’s Ministry of Foreign Affairs and Worship (MAEC) and the Dominican Republic’s Ministry of Foreign Affairs (MIREX) met at the CODEVI industrial park in the border area to continue discussions on bilateral agenda priorities. They later issued a joint statement.

According to the statement, the meeting follows the joint declaration signed on January 10, 2021, in Elías Piña by Presidents Jovenel Moïse and Luis Abinader, whose nine points serve as a roadmap for relations between the two states. The meeting also reflects the Haitian government’s willingness, under Prime Minister Alix Didier Fils-Aimé, to strengthen dialogue with its Dominican neighbor “in a spirit of mutual understanding and full respect for the sovereignty of both states.”

Within this framework, both parties agreed to reopen the airspace between Haiti and the Dominican Republic, allowing the resumption of flights between Cap-Haïtien International Airport and Dominican airports starting May 1, 2026. This measure aims to facilitate mobility, boost economic relations, and strengthen ties between the two countries.

During the meeting, the delegations held “a frank and constructive exchange” on key bilateral issues, with particular emphasis on border security. Discussions focused on cooperation mechanisms to strengthen border control and surveillance, as well as migration issues and trade exchanges.

The delegations also expressed gratitude to the international community for supporting efforts to assist Haitian authorities in restoring peace, particularly the United Nations and the Anti-Gang Task Force (FRG), engaged in restoring security, institutional stability, and peace for the population.

At the end of the meeting, both parties reaffirmed their commitment to maintaining open exchanges, stating that bilateral dialogue remains the preferred avenue for addressing issues of common interest, within a framework of mutual respect, good neighborliness, and in accordance with international law.

The Haitian delegation was led by Minister of Foreign Affairs and Worship Raina Forbin, accompanied by Ambassador Emmanuel Fritz Longchamp and other senior officials.

The Dominican delegation was led by Foreign Minister Roberto Álvarez, along with several diplomatic and technical representatives.
