Authorities cite serious administrative failures linked to the site’s management prior to the disaster.

The Ministry of Culture and Communication announced on Monday the dismissal of two departmental officials in the country’s North, following the tragedy that occurred on April 11 at the Citadelle Laferrière.

In a statement signed by Minister Emmanuel Ménard, the institution cited “gross negligence” and “tendentious passivity,” pointing to failures in the management of the historic site.

The departmental director of the National Heritage Preservation Institute (ISPAN) was removed for “gross negligence,” while the departmental director of the ministry was sanctioned for “tendentious passivity.”

The ministry specified that these decisions are based on Article 198 of the decree revising the General Statute of the Civil Service, relating to professional misconduct. Authorities also indicated that the judicial investigation is ongoing to determine responsibilities in the organization of the activity that led to the tragedy.
