The Minister of Justice and Public Security, Dr. Patrick Pélissier, sent an official letter on April 17, 2026, to the acting Director General of the Haitian National Police (PNH), Vladimir Paraison, instructing him to immediately implement strict and systematic security measures regarding detainee Joseph Félix Badio.
In the letter, referenced MJ/SC6e/140, the minister instructed the head of the PNH to direct the Director of the Penitentiary Administration, Commissioner Riguet Mildort, to ensure the full security of Joseph Félix Badio, who is currently in detention.
“Heightened vigilance must be exercised regarding strict and systematic control of all access to the detainee, particularly concerning visits, personal belongings, and food intended for him, all of which must undergo rigorous and exception-free screening,” the minister stated, emphasizing the mandatory nature of these measures, which must be applied with the utmost diligence and in strict compliance with existing security protocols.
Minister Pélissier also requires prior notification of any movement or transfer of the detainee in order to take appropriate security arrangements. He further recommended that any transfer be handled by the Penitentiary Intervention and Escort Team (EPINES) using armored vehicles.
The letter was copied to Prime Minister Alix Didier Fils-Aimé and to Fritz Patterson Dorval, Government Commissioner at the Court of First Instance of Port-au-Prince.
The trial related to the assassination of President Jovenel Moïse opened in Florida with jury selection on March 9, 2026. In Haiti, Joseph Félix Badio, whose name is associated with the case, remains under close scrutiny by authorities.
