Prime Minister Alix Didier Fils-Aimé has confirmed the publication of a comprehensive decree regulating mining operations in Haiti, effectively replacing a half-century-old law dating back to March 1976. The new legal framework, approved by the Council of Ministers, was officially enacted in the state journal Le Moniteur on Monday, March 30, 2026. Speaking during an interview with Le Nouvelliste and Magik9 radio, the Prime Minister emphasized that establishing a modernized regulatory environment was a mandatory prerequisite before considering any future investments in the sector.
“The most important step is setting up the legal framework before deciding whether or not to grant mining concessions. In 2026, we are living in a completely different world,” Fils-Aimé remarked. He added that the new decree provides transparency, allowing interested foreign companies to clearly understand their potential returns as well as the specific economic benefits they must guarantee to the Haitian state. Acknowledging the current absence of Parliament, the Prime Minister fully assumed executive responsibility for updating these outdated statutes, calling it a necessary move to foster national economic development.
